The Bryan administration took a major step toward upgrading the territory's aging power infrastructure with the release of a new solicitation for progressive design-build services targeting the Richmond Power Plant on St. Croix and the Randolph Harley Power Plant on St. Thomas.
Issued jointly by the Office of Disaster Recovery’s Super Project Management Office (Super PMO) and the V.I. Water and Power Authority, the bid seeks to secure modern, scalable energy generation systems for both districts.
Announced on June 11, the solicitation — RFP 005-2025-STX/STT — calls for the replacement of outdated generators with solutions that are aligned with the territory’s long-term energy goals of resilience, affordability, and sustainability. The bid package outlines the technical and operational needs for both power plant sites and emphasizes the urgency of concurrent delivery timelines.
“The release of this solicitation is a critical step toward modernizing our generation infrastructure in both districts,” said WAPA CEO Karl Knight. “By replacing aging generators with more efficient, scalable, and resilient systems, we’re not only improving day-to-day reliability for our customers — we’re also positioning the Territory to withstand potential future disasters better.”
