ST. CROIX — Casino management company VIGL Operations announced it has signed a contract with Atlantic Caribbean Consulting to oversee and advise development of the Randall “Doc” James Race Track on St. Croix.
VIGL anticipates construction at the site to start in September, according to a statement released Tuesday. Gov. Albert Bryan Jr. has repeatedly expressed frustration with the lack of progress on the race track. During his State of the Territory address in January, he confidently assured horse racing enthusiasts that he would be giving out to the Governor’s Cup on St. Thomas in 2024, before publicly calling on VIGL to make good on its promises to the government and St. Croix.
VIGL, in response, issued a press release stating that construction began in January. The company attributed delays in part to a lengthy permitting process and because the company was awaiting a promised $5 million grant from the V.I. government.
